NPDES Phase 2 MS4 Stormwater
The following Stormwater Management Program (SWMP) and associated documents have been prepared to comply with requirements of EPA’s recently reauthorized NPDES Phase 2 MS4 Stormwater Regulations and permit issued to the Town. This program builds on the Town’s previous SWMP prepared in 2004 under the former EPA MS4 permit. These documents are available for public review and comment and are updated on an annual basis. All public comment will be taken under advisement. Comments may be submitted to: Contact Engineering Staff

Town of Sandwich Stormwater Management
Stormwater runoff occurs when water from a precipitation event flows over impervious surfaces, such as paved street and parking lots, and picks up pollutants such as chemicals, oils and trash. These pollutants can negatively impact our waterways and natural resources. The Town of Sandwich is working to prevent stormwater and other pollutants from reaching our waterways by providing educational and outreach materials, constructing stormwater mitigation systems, proactively inspecting and maintaining existing infrastructure, and by participating in the EPA Phase II National Pollutant Discharge Elimination System (NPDES) Program.
The Environmental Protection Agency (EPA) has required many communities to file for small MS4 permit coverage under the Phase II National Pollutant Discharge Elimination System (NPDES) Program of the federal Clean Waters Act. The small MS4 permit program is comprised of six elements that are expected to result in significant reductions of pollutants discharging into waterways.
The six program elements include:
1. Public Education and Outreach
2. Public Participation/Involvement
3. Illicit Discharge Detection and Elimination
4. Construction Site Runoff Control
5. Post Construction Runoff Control
6. Pollution Prevention/Good Housekeeping
