Description:
The Town of Sandwich, Massachusetts (the “Town”), is issuing a Request for Proposals (“RFP”) for the disposition of Town-owned real property known as the former “Henry T. Wing School,” by sale or by lease. This property is located at 33 Water Street in Sandwich and is shown on Assessor’s Map 43 as Lot 005.

The entire Town owned parcel consists of 31.00 +/- acres, however, the Town is only seeking to dispose of approximately 6.2 +/- acres of the property.

Currently, the Premises are occupied by the Sandwich School District administrative staff. The Cape Cod Collaborative is leasing space within the structure for educational programing. That lease term will expire June 30, 2020. Acquisition of the Premises may not occur before July 1, 2020.

The Town’s preference is to sell the Premises for purposes emphasizing professional office space with upper floor residential housing, workforce housing, and/or affordable housing uses.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Chapter 30B, and all contracts for sale or all lease documents must be awarded in accordance with the requirements of the Request for Proposal and G.L. c. 30B. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request. Proposers should ensure that its contact information is provided to the Town when requesting and/or receiving this RFP so that any such addenda or other information can be properly communicated. The Town will not be responsible for any failure of a proposer to provide its correct contact information.

Proposals must be submitted to the Town Manager and must be delivered in a sealed package that is clearly marked “Town of Sandwich HT Wing School Proposal.” Proposals must be received at Sandwich Town Hall, 130 Main Street, Sandwich, MA 02563, on or before August 5, 2019 at 10:00 a.m., at which time proposals shall be opened publicly. The proposer’s name and return address must also appear on the outside of the submission envelope. The Town reserves the right to waive minor informalities, reject any and all proposals, award the contact to a proposer who does not offer the highest price offering or annual rent, or to cancel this procurement at any time if the Board of Selectmen, acting in its sole discretion, determine it is in the best interests of the Town to do so.

Special Requirements:
If a proposal is selected, the Board of Selectman shall seek the approval of the Sandwich Town Meeting for the disposition of the Premises substantially in conformance with the terms of the selected proposal and a Letter of Intent executed by the Town and the selected developer. Approval of Town Meeting is required and is a condition of the disposition of the Premises to any party.
